I could be wrong. I'm often wrong as is pointed out quite often. but here goes: In the context of the joke, should "Roe" be spelled 'Row'? Trouble is that is how row(dy) is spelled. What a row! Or is it?
ROW intransitive senses 1 : to propel a boat by means of oars
And, MacArthur waded ashore.
